Job Description
This key role reports to the Supply Chain Manager: Finance and will be responsible for acquisition management within the centralized buying function as well as systems support within CapeNature. The ideal candidate is someone with previous experience working within public sector procurement, has knowledge of procurement systems and has high level of business acumen.
RESPONSIBILITIES:
Acquisition Management
Ensure the planning and execution of directorate procurement plans.
Conduct market research and benchmarking to ensure best practice methodology.
Responsible for procurement of goods/services below R1million.
Provide all logistical support in respect of specifications, advertisements, bid evaluation, purchase requisitioning, purchase orders, recommendations, and internal approvals
Responsible for COVID19 procurement
Systems
Responsible for all internal and external procurement systems
Responsible for system administration and stakeholder engagement (internal and external)
Responsible for systems support, training, and updates.
Maintenance and updates of operating procedures.
Compliance monitoring and reporting
Provide quality assurance for procurement of goods/services.
Review and provide guidance to ensure compliance to all laws and regulation in respect of PPPFA, BBBEE, CIDB, and Local Production and Content.
Ensure compliance to all health and safety, regulatory and reporting requirements in terms of COVID19 acquisitions.
Stakeholder Management
Provide supply chain management support to internal and external stakeholders ensuring compliance to internal Policies and Procedures
MINIMUM REQUIREMENTS:
Qualifications and Experience
Degree (Business Administration, Public Administration or similar)
Minimum 3-5 Years’ experience in a similar portfolio
Knowledge of public sector procurement practices and the procurement provisions of the PFMA, PPPFA and Treasury regulations
Competencies
Strong analytical, strategic and creative problem-solving skills
Ability to thrive in a fast-paced environment managing multiple projects and tight deadlines
Good project planning and organizing skills
Ability to function independently and within a team
A valid code 08 driver’s license and own transport is essential
Fully bilingual in two of the three official languages of the Western Cape
Proficient MS office skills to enable correspondence to be actioned on behalf of the team
Able to use spreadsheets confidently and effectively
Ability to handle issues in a courteous, efficient, and effective manner, always maintaining a professional approach, regardless of circumstance
