Job Description

 

This key role reports to the General Manager: Finance and will be responsible for full budgeting and reporting function of the entity including donor and project fund accounting. The ideal candidate is someone with previous experience in the public sector, technically strong in financial accounting, as well as a high level of business acumen

 

RESPONSIBILITIES:

 

Entity Budget Management

 

Implementation of the budget strategy and business process enhancements within the budgets and reporting section

Preparation of annual and adjusted entity budgets for donor funding, provincial allocations and own revenue

 

 

Internal and External Financial Reporting

 

 

 

Preparation of monthly management accounts for decision making

Preparation of monthly and ad-hoc financial reports for internal stakeholders

Preparation of monthly, quarterly, annual and ad hoc regulatory financial reports

Preparation of monthly, quarterly, annual and ad hoc externally funded reports in line with MOA’s

Ensure compliance to key legislative metrics in relation to financial and management reporting

 

 

Stakeholder Engagement

 

 

 

Assistance with annual regulatory audits and externally funded audits

Presentations to management when necessary

Liaison with internal and external stakeholders in respect of financial reporting and budget management

Training of staff to understand and implement financial processes and controls for all funding sources

 

 

MINIMUM REQUIREMENTS:

 

Qualifications and Experience

 

Post Graduate qualification in Financial Accounting

Pursuing CA(SA) with ITC pass

Qualified CA(SA) advantageous

Minimum of 3 years post articles experience in a similar financial accounting position

Experience with drafting financial statements in CaseWare

Knowledge and understanding of the MTEF process (Government budgeting process)

Knowledge and understanding of GRAP Reporting Framework

Knowledge and understanding of PFMA and Treasury Regulations

Strong analytical, strategic and creative problem-solving skills

Ability to thrive in a fast-paced environment managing multiple projects and tight deadlines

Good project planning and organizing skills

Ability to function independently and within a team

Computer literacy plus advanced proficiency in Excel

A valid code 08 driver’s license and own transport is essential

Fully bilingual in two of the three official languages of the Western Cape
